I successfully led several key projects within the organization, including the design and development of various human resource systems such as the Human Resource Management System (HRMS), the e-Appraisal System, and the Online Job Application System. These initiatives significantly enhanced our operational efficiency.
I also played a key role in more than one comprehensive website revamps and was a core member of the development teams for these projects. I successfully built multiple web applications and migrated over one million pages of content across various iterations, ensuring that each website launch was completed on schedule, including the most recent one before the new LegCo session in 2023.
In addition, I completed several content management system (CMS) projects that addressed staffing issues and saved content providers time in managing website information, thereby enhancing content publishing efficiency. I also implemented effective AI solutions to optimize system development efficiency and led the team in executing a fully digital and paperless documentation process, supporting the organization’s innovation and sustainability objectives.

I collaborated closely with the Human Resources department to successfully implement several key systems aimed at enhancing the efficiency and effectiveness of HR management. These systems include:
- Human Resource Management Information System (HRMIS): This comprehensive system encompasses staff record management, staff development management, and talent recruitment functionalities. It provides HR colleagues with convenient quick search capabilities and diverse reporting features, significantly streamlining daily operations. The automation functions further simplify processes related to employee promotions, assignments, and transfers, saving both time and resources.
- e-Performance Appraisal System (e-PAS): I led the transition from traditional paper-based performance evaluations to an electronic format. This shift not only enhances environmental sustainability and reduces costs but also minimizes document processing times. The system's reminder feature effectively increases submission efficiency, thereby alleviating the workload for HR staff.
- Online Job Application System (OJAS): This system allows prospective candidates to conveniently submit applications through an online form, facilitating a more efficient recruitment process for HR personnel when screening applicants.
All of the aforementioned systems are seamlessly integrated with the HRMIS, enabling data interoperability.
As one of the key members assigned to the significant Website Revamp project for the Legislative Council, I led the comprehensive initiative, managing all phases including meticulous planning, cost and risk estimation, interface redesign, programming development, content migration, and quality assurance. Successfully delivered the project on time and within budget, overcoming significant challenges in migrating and redesigning outdated web pages that had been in use for over 20 years, including legacy content such as archived articles and historical data, as well as unsupported original code (e.g., HTML and JavaScript). Launched the new website ahead of the new LegCo term, significantly improving user experience and engagement.
In addition, I implemented the following new features for the website:
- Digital Documentization: Digitized old documents from the past twenty years (including DOC and PDF formats) and stored them in databases for categorization, searching, and data analysis. At the same time, I used automated technology to generate HTML text to replace the old document download method. Additionally, self-developed Content Management Systems (CMS) allowed content providers to maintain documents and website content more conveniently.
- Real-time Simplified Chinese Conversion: Content providers only needed to submit Traditional Chinese content, and the website automatically offered an instant Simplified version based on the visitor's needs, eliminating the need for additional manual translation or conversion.
- URL Shortening: The website allowed each page to generate easy-to-remember short URLs in real-time, making it convenient for users to share on various social media platforms and instant messaging applications.
- Accessibility Browsing: The website design incorporated Cascading Style Sheets (CSS) and style templates, combined with Responsive Web Design, ensuring that all images, ad spaces, and other graphic elements included alternative text descriptions. These ensured compliance with the World Wide Web Consortium's Web Content Accessibility Guidelines (WCAG), allowing all readers (such as those with visual impairments) and devices (including mobile devices and screen readers) to access the content without barriers.
- Search Engine Optimization: Utilized the latest Google Analytics 4 to monitor and analyze key performance indicators, gaining deeper insights into user behavior to improve webpage keywords and enhance visibility on search engines.
The website redesign was successfully launched despite limited resources and a tight deadline, thanks to the collaborative efforts of colleagues from various departments and the entire team.
In 2013, I developed the first mobile application for the Legislative Council and launched it on both Android and iOS platforms. The application provided features including the Legislative Council meeting schedule, live streaming of meetings (Webcast), e-books, and a photo gallery.
The Legislative Council Electronic Voting System enabled Members to vote in real-time during meetings and included several important features. These features allowed Members to raise procedural questions to the chair and request to speak. The system also had comprehensive recording and audit tracking capabilities, an information display system, real-time live video streaming, a summoning bell function, SMS notifications, and speech interpretation, among others.
With the onset of the COVID-19 pandemic, the system expanded to include video conferencing and remote voting functions, allowing meetings to take place under special circumstances without requiring Members to physically return to the Chamber. This system was developed with the collaboration of multiple contractors and organizations, and I was involved in supporting, testing, and developing certain components of it.

"Total Armor" was a 4v4 online tank 3D shooting and strategy game that I developed at the company, which won the Best Digital Entertainment Award at the Hong Kong ICT Awards . In this role, I was primarily responsible for programming the game's network engine, graphics engine, backend system, and payment system, as well as designing the user interface.
Additionally, I implemented multiple anti-piracy protection mechanisms for the software and hardware, utilizing encryption locks and digital rights management technology to ensure data security and prevent unauthorized use. I collaborated closely with electronic technicians to enhance gameplay controls, improve lighting and sound effects, and elevate the player's immersive driving experience.
I designed and developed a system for multiple projects within the company that supported various payment methods, including credit cards, Octopus cards, automatic monthly transfers, convenience store payments, point card top-ups, third-party payments, and telecommunications service payments. This system enabled customers to make payments easily through different channels, significantly enhancing user convenience.
Additionally, the real-time income reporting feature in the system provided the accounting department with clear settlement statements, achieving automated reconciliation and greatly reducing the workload of the finance team, while improving overall efficiency.
In addition to large arcade games, we also developed several touch-screen arcade games, such as iHorse, King of Mahjong, Poker Fight Club, iQuiz, and Three Kingdoms Siege. I participated in the development of several projects, including the development of the graphical interface engine, hardware control development, server setup, and the creation of game introduction web pages.
During the company's expansion into the internet café sector, I was actively involved in multiple key aspects, including planning, site selection, renovation, network setup, computer installation, personnel recruitment, operations management, and promotional activities. This was a challenging experience that allowed me to learn many new skills and accumulate valuable practical experience.

This project was Hong Kong's first game-on-demand platform that integrated arcade and PC games, providing users with a diverse range of gaming options. The platform also featured real-time chat functionality to enhance user interaction and game accessibility. Launched in collaboration with PCCW Limited's subsidiary, PCCW Interactive Media Service Limited, the project established a co-branded website providing exclusive gaming channels for Netvigator customers.
My primary responsibilities included maintaining strong relationships with partners and contractors, negotiating service details, overseeing contractor performance, and ensuring both product quality and timely delivery. Furthermore, I was responsible for designing the service's charging models and developing the payment system, including various payment and top-up options to empower customers to choose their preferred payment model.
iFunCity was an educational website that combined learning and fun for children. Kids could create personalized characters, challenge themselves with various levels of questions, and earn experience points to level up. They could also exchange these points for beautiful outfits and equipment, allowing them to create unique characters.
My main responsibilities included setting up, developing, and maintaining the website, as well as assisting in the collection and organization of traffic reports to optimize the site for further traffic enhancement.

The story was adapted from the comic book series by Ma Wing-shing, and told the adventurous life story of Hero Hua (Hua Ying-Xiong). This Chinese role-playing game was launched not only in China, Hong Kong, and Taiwan, but was also sold to other Southeast Asian Chinese communities, becoming a popular classic of its time.
