* Convert the character string into a sequence of bytes using the UTF-8 encoding
* Convert each byte that is not an ASCII letter or digit to %HH, where HH is the hexadecimal value of the byte
"abcdeあいうえお" is 20 ( = 1x5 + 3x5 ) bytes in UTF-8.
If you `urlencode` or `rawurlencode` "abcdeあいうえお", then
"abcde" will not be percent-encoded.
Use "urlEncodeAll" to percent-encode all charcters.
The total bytes will be 60 ( = 30 x 3 )
