Use IS0 8601 because there is no timezone object in JavaScript

It looks like in JavaScript, you cannot set the local timezone. In other words,
if you are in Paris, then the browser's timezone is Paris.
You can not make browser behaive as if you were in New York.

So if you want to set New York 3:00PM, then you have to use ISO 8601 string because
there is no way to set the browser's local timezone to New York.

IS0 8601 for Japan=> 2022-11-24T00:30:38+09:00
