[Problem]
	Obfuscate Bouncing Emoji page using CSS Obfuscator[Local] and then
	view it in HTML Viewer. Open DevTools, you will see the page is in
	the quirk mode.	But it does not happen if you do the same procedure
	in CSS Obfuscator[Remote]. To get the quirk mode in the remote CSS Obfuscator,
	you need to obfuscate twice, meaning that you take the result of the first
	obfuscation and put it in the input box to obfuscate it again.
[Cause]
	The cause is the local website was being obfuscated with hobfus already, so
	when you see an obfuscated code in HTML viewer, you are seeing the twice
	obfuscated code. This matches the fact that in the remote website, twice
	obfuscated code shows the quirk mode. So in both local and remote website,
	the quirk mode is set when you obfucate twice. Why do twice obfuscations cause
	the quirk mode? The answer is the comment that appears before <!doctype html>
	after you obfuscate the code first time.

	When you obfuscate it one more time, the current regular expression of HObfus
	can not extract <!doctype html> to the beginning because there is the comment tag
	(<!--...-->) before <!doctype html>
[Possible Solution]
	We need to update the regular expression so it should delete any comments if they are
	followed by <!doctype html>.
