When you press enter, summernote inserts <p></p>.
If it's shift-enter, then <div></div>.
When you copy and paste, it inserts <div></div>
but sometimes inserts <br (some attribute)>.
Because of atttribute, it's not easy to replace <br> with <div>

There isn't any option to set it to <div></div> only.
So you need to prepare for both cases.

To remove white space below <p>, use
