I guess easiest way to say it is, when there is a tie of photos with vote count 999, whoever got it first would be in the lead, so if three photos all have 999 putting them in 3rd, 4th and 5th place, the photo that got 999 first would be and stay in 3rd place until someone beats them with a higher number.  I hope this makes sense.
